Easing of COVID Restrictions: What does it mean for Melburnians from November 1st?

Note: Easing of Restrictions may be put forward to October 24th depending on the progress of Victoria’s Covid-19 situation

When can I leave my house?

  • The only restriction on leaving home is that you cannot travel into areas with higher restrictions, which includes metropolitan Melbourne.

  • Victorian Premier Daniel Andrews announced more restrictions are easing. Melbourne's 5km bubble has been expanded to 25km and the two-hour time limit on leaving home has been scrapped, among other changes

Social

  • Regional Victoria has taken another step towards COVID-normal, with people allowed to invite two people, plus their dependents, to their home. Cafes and restaurants in regional Victoria will be allowed to double the number of patrons they seat indoors from 20 to 40, among other changes

  • Outdoor gatherings will also increase from five people to 10 from two households, while facilities such as skate parks, golf courses, and tennis courts will reopen.

  • Melburnians will also be able to get a haircut, see an allied health professional, renovate their home, wash their car, and bid at an auction, though a number of strict safety protocols will be in place.

Education and childcare

  • All students in regional Victoria will now be expected to return to onsite learning.

  • The return will be staggered and will apply when term four begins during the week of 12 October.

  • Childcare centers remain open while adult education remains restricted, with students encouraged to learn from home if they can.

Shopping, eating, and drinking out

  • Hospitality: limited indoor and predominantly outdoor seated service, group limit of 10 and density limits, and indoor cap 20 patrons and outdoor cap 50 patrons per venue

  •  Retail: re-opens and beauty/personal care services open where a face covering can be worn for the duration of service

  • Real estate: certain permitted activities can be done in person for residential and commercial real estate, including private inspections. Auctions outdoors with a maximum of  10 people, plus those required to conduct the auction

  • Shopping: no person limits

Where can I travel?

  • Restrictions on travel within regional Victoria have been eased, with people now allowed to travel within the state, with the exception of areas with higher restrictions.

  • In this case, that means everywhere except metropolitan Melbourne.

  • Tourist accommodation is open, but exclusively for regional Victorians traveling and holidaying within regional Victoria. Caps and density limits still apply, however.
