Graduate Diploma of Management (Learning): Who Can Still Study After 5 October?

Australia has announced restrictions on BSB80120 Graduate Diploma of Management (Learning) for international students, with new enrolments and course commencements set to stop from 5 October 2026.
Students who are enrolled and have started the course before that date will be able to continue with their current provider. For students who have received a Confirmation of Enrolment (CoE) but have not started, different arrangements will apply. Department of Education
The key distinction is whether a student has actually commenced the course, rather than simply accepted an offer or received a CoE.
Which graduate diploma is affected by the announcement?
The announcement specifically concerns BSB80120 Graduate Diploma of Management (Learning), commonly shortened to GDML, in the vocational education and training (VET) sector. It does not announce the closure of every graduate diploma in Australia. Official government announcement
According to the National Training Register, BSB80120 focuses on organisational learning and capability development. It covers responsibilities such as designing learning and development activities and leading improvements in organisational learning. National Training Register
Students should compare the full qualification name and code with their enrolment documents to identify whether their course is affected.
When will the restrictions take effect?
The restrictions on new enrolments and commencements will take effect on 5 October 2026. The announcement date, commencement of the legislative instrument and operational restrictions are separate milestones.

Who will be able to continue studying Graduate Diploma of Management (Learning)?
The arrangements distinguish between students already undertaking GDML and those planning to start.

Is an existing CoE enough to start after 5 October?
No. The student factsheet states that students who have not commenced GDML before 5 October 2026 will not be able to start from that date, and their GDML CoEs will be cancelled on 5 October.

Can students bring their start date forward?
The student factsheet says providers can commence already-enrolled international students until 4 October 2026. This does not guarantee an earlier start for every student.
Providers are advised to consider the instrument and their ESOS obligations when making recruitment, enrolment or commencement decisions before the restrictions take effect. An earlier start therefore requires assessment by the provider. Student factsheet and provider factsheet
For students moving from another institution, separate transfer requirements may apply. Generally, transferring before completing six calendar months of the principal course requires a release or an applicable exception. Why has the government announced this change?
The government cited concerns about onshore transfers, visa refusals and course non-completion. It described the decision as the first use of its new course cancellation powers.

452 VET providers registered to deliver GDML to international students.
41,033 active CoEs for the course.
15,772 students recorded as currently studying it.

How will suspension and cancellation work?
Providers with eligible continuing students will have their GDML CRICOS registration suspended while those students complete or withdraw. The registration will then be cancelled. Providers without continuing students will have the course registration cancelled under the arrangements.

Does the qualification review provide a reopening date?
No reopening date is confirmed in the qualification review.
