Teaching: Migration Skills Assessment without English Test

Teaching has been a priority and in-demand occupation across Australia. Lot of applicants received PR invitations lately for skilled migration (subclass 189) and across different states.
There are two main criterion to attain a positive skills assessment as an "Early Childhood Teacher" and "Secondary School Teacher". You may be able to attain a positive skills assessment without English score.
Skills Assessment
Criterion 1 : Qualifications

Completion of a minimum of 4 years full-time (or part-time equivalent) higher education (university) level study that results in qualification/s.

At least 1 year full-time (or part-time equivalent) higher education level study of Early Childhood Teacher initial teacher education
Criterion 2 : English Language Proficiency
Option 1Completion of at least 4 full years of study (or part-time equivalent) in higher education (university) in Australia, Canada, the Republic of Ireland, New Zealand, the United Kingdom or the United States of America resulting in qualification/s comparable to the educational level of an Australian Bachelor degree or higher.
Option 2
An Academic version of the International English Language Testing System (IELTS) Test Report Form (TRF) that shows a score of
at least 7.0 for both Reading and Writing; and,
a score of at least 8.0 for both Speaking and Listening.
The IELTS test must be undertaken during the 24 month period prior to submitting an application.
To meet the option 1 of Criterion 2, you need to study 4 years in Australia at a higher Level. Do note, that not all higher level courses are accredited to me us these years. You need to be wary of the course you choose. If you fall short for a year, you can consider taking up this 1 Year Graduate Diploma of Management course.

Hypothetical Case
Kim has completed a 2 Years MBA (Master of Business Administration) course and applied for Temporary Graduate Visa (TR 485).
She completed the 1-Year Graduate diploma of Early Childhood course while holding TR and also completed this 1-Year Global Project Management course. Since, she now has 4 years of higher education (University) in Australia, she can apply for Migration Skills Assessment as an "Early Childhood Teacher" without meeting English score requirement.

Victorian Government's plan for the Early Childhood Sector
The Australian Government will provide $1.7 billion over 3 years from 2022-23 (and $671.2 million per annum ongoing from 2025-26) to assist families with more than one child under six in childcare and reduce out-of-pocket costs.

Government’s plan locks in ongoing Australian Government funding beyond 2025, with reforms to be agreed with all states and territories to lift preschool attendance and outcomes.
