Victorian Premier Daniel Andrews has called for Australia’s skilled migration cap to be lifted and advocated for free and universal access to early childhood learning to plug critical workforce gaps in a post-pandemic population boom.

In-demand Occupation

Teaching has been one of the most in-demand Occupations across Australia. Both, ''Early Childhood Teachers" and "Secondary School Teachers" are in high demand. Subclass 190 and subclass 491 surged into popularity in the recent years as the Government focuses on State and Regional Migration. With the different set of criteria for different states and increased visa allocations across multiple states, it is important to know your options. With the Migration seemingly going back to pre-pandemic level, applicants recently received invitations to apply for PR (Permanent Residency) without working in your nominated field, from other states and from overseas.

Early Childhood Teacher

There are 2 criterions which you have to meet to have a positive skills assessment as an Early Childhood Teacher.

Skills Assessment

Criterion 1 : Qualifications

  • Completion of a minimum of 4 years full-time (or part-time equivalent) higher education (university) level study that results in qualification/s.

  • At least 1 year full-time (or part-time equivalent) higher education level study of Early Childhood  Teacher initial teacher education

Criterion 2 : English Language Proficiency

Option 1

Completion of at least 4 full years of study (or part-time equivalent) in higher education (university) in Australia, Canada, the Republic of Ireland, New Zealand, the United Kingdom or the United States of America resulting in qualification/s comparable to the educational level of an Australian Bachelor degree or higher.

Option 2

An Academic version of the International English Language Testing System (IELTS) Test Report Form (TRF) that shows a score of

  • at least 7.0 for both Reading and Writing; and,

  • a score of at least 8.0 for both Speaking and Listening.

The IELTS test must be undertaken during the 24 month period prior to submitting an application.

Federal and State Government's plan for the Early Childhood Sector

  • The first payments under the Federal Government’s $72.4 million Early Childhood Education Workforce package are being made, helping to retain the existing highly skilled early learning workforce.

  • The Victorian Government will provide $1.7 billion over 3 years(and $671.2 million per annum ongoing from 2025-26) to assist families with more than one child under six in childcare and reduce out-of-pocket costs. Furthermore, in order to fill critical workforce gaps in a post-pandemic population boom, Victorian Premier Daniel Andrews has urged for the lifting of Australia's skilled migration restriction in the early childhood education sector.

  • A new $2 billion, 4-year national reform commitment will be established to strengthen the delivery of preschool and better prepare children to start school.

  • Government’s plan locks in ongoing Australian Government funding beyond 2025, with reforms to be agreed with all states and territories to lift preschool attendance and outcomes.

  • The Victorian Government is investing almost $5 billion over the decade to deliver Three-Year-Old Kindergarten. This investment will create an additional 6,000 teaching jobs across Victoria.

Migration Skills Assessment without English

Completion of at least 4 full years of study (or part-time equivalent) in higher education (university) in Australia, Canada, the Republic of Ireland, New Zealand, the United Kingdom or the United States of America resulting in qualification/s comparable to the educational level of an Australian Bachelor degree or higher.

 

This 'Graduate Diploma of Management' course is equivalent to 1st year of Master.

To be eligible for subclass 189 application, you just need to finish an eligible course AND, meet the English requirement (You may be exempted from the English requirement if you have studied in Australia at a higher level for at least 4 years)

Childcare Centre Manager

You may also consider a career as an Childcare Centre Manager. The Skills assessment body for this occupation is ACECQA.

A relevant diploma course and 3 years of Full time (or equivalent part time) work experience as a Child care centre manager may qualify you for this. 
But without previous background it may be challenging, hence if you do not have a background and want to start from the beginning, the 1 Year Graduate Diploma of Early Childhood course could seemingly be a better option.

2 Years Packaged Course (Cert III + Diploma of Early Childhood Education and Care)

Secondary School Teacher

The skills assessment criteria for Secondary School Teacher is almost same as for Early Childhood Teacher, but instead of the 1 Year Graduate Diploma course, you'd have to take a Bachelor or, Master of Teaching Course.
