The 2026 National Planning Level is designed to maintain sustainable growth in international education while supporting strategic priorities:
Increase from 2025: 25,000 additional places, still 8% below post-COVID peaks.
Fair Access: All active providers will receive at least their current allocation.
Strategic Cohorts: Pacific, Timor-Leste students, and government scholarship holders remain a priority for student visa processing.
Pathway Exemptions: Students transitioning from Australian secondary schools, affiliated providers, or TAFE to publicly funded universities are exempt from the National Planning Level.
Government Priorities for 2026
Public universities can apply for increased allocations by demonstrating:
Engagement with Southeast Asia: Aligned with Invested: Australia’s Southeast Asia Economic Strategy to 2040.
Provision of Student Accommodation: Ensuring safe, secure housing for both domestic and international students.
Ministerial Direction 111 will be updated to reflect the 2026 arrangements, ensuring fairer access to student visa processing. From 2027, the Australian Tertiary Education Commission will oversee managed growth arrangements for higher education, while visa reforms will guide the international VET sector.
