Skilled Workers Living Overseas pathways are designed by Migration Tasmania to support skilled migrants currently residing outside Australia who wish to live and work in Tasmania. This program offers two key nomination options under the Subclass 190 and Subclass 491 visas. Understanding these pathways and their requirements can help overseas candidates prepare strong applications for nomination.
Overview of the Skilled Workers Living Overseas Pathways
Migration Tasmania provides two main nomination pathways for skilled overseas applicants:
Subclass 190 – Skilled Nominated (Permanent) Visa
Subclass 491 – Skilled Work Regional (Provisional) Visa
Both visa types aim to attract professionals with the right skills to fill Tasmania’s workforce needs. However, it’s important to note that Subclass 491 visa holders will not be nominated for the Subclass 190 visa in the future, as the 491 already provides a pathway to permanent residency through the Subclass 191 Permanent Residence (Skilled Regional) visa.
Subclass 190 Overseas Applicant (Health or Education Sector Job Offer) Pathway
Eligibility Criteria
To be considered for this pathway, applicants must meet all of the following requirements:
Hold a skills assessment in a health, allied health, or education-related occupation within one of the eligible 3-digit ANZSCO groups.

For School Teachers, the offer must be from a Tasmanian school.
Neither the applicant nor dependents must have lived in another Australian state or territory in the past 12 months.
The employer must be a well-established business operating in Tasmania for at least 12 months.
The job must provide wages and conditions equal to or better than those offered to Australian citizens or permanent residents.
There must be a genuine and ongoing need for the role, with the employer able to sustain the position.
All Registrations of Interest (ROIs) for this pathway receive a Gold Pass, allowing the applicant to apply for nomination immediately.
