How WA Ranks Expressions of Interest


Once all eligible EOIs are identified, Western Australia applies a multi-step ranking framework. This determines who is invited first when places are limited.


The ranking order is as follows for the General stream - WASMOL Schedule 2:


1. Location of the Applicant

Highest priority is given to candidates who are:

  • Currently residing in Western Australia

  • Then applicants residing offshore or in another Australian state or territory

This reflects WA’s strong preference for onshore candidates who are already contributing to the local workforce.


2. Priority Industry Sectors

After location, EOIs are ranked based on whether the occupation falls within WA’s priority industry sectors. These include:

  • Building and construction

  • Healthcare and social assistance

  • Hospitality and tourism

  • Education and training

Occupations in these sectors are prioritised due to persistent labour shortages and long-term workforce planning needs.


3. All Other Industry Sectors

Occupations that do not fall within WA’s identified priority sectors are still eligible, but they are ranked after priority sector occupations.


4. Points Score

If multiple EOIs remain tied after the above steps, Western Australia then ranks candidates by:

  • Highest EOI points score

A higher score improves competitiveness but does not override the earlier priority rules.


5. Date of EOI Submission

When all other factors are equal, the final tie-breaker is:

  • The oldest EOI submission date

This ensures fairness for applicants who have been waiting longer in the system.

Graduate Stream - Vocational Education and Training


The graduate stream is ranked very similarly to the WAMSOl Schedule 2 stream mentioned above, with the exception that consideration is given for qualifications completed above the priority in terms of ranking, in addition to points score and date of submission.


The following factors are considered in this order (after location and industry sectors)

  1. Completed an Advanced Diploma in Western Australia.

  2. Completed a Diploma in Western Australia.

  3. Completed a Certificate III or IV in Western Australia.

  4. Highest EOI points score.

  5. Oldest EOI submission date.
