Difference between– Subclass 189, 190, 491

Unlike subclass 189, the other 2 subclasses in the point stream (subclass 190 and subclass 491) requires an Australian State to nominate the Candidate.  Different states have different eligibility criteria and occupation list for State Nomination program.

State wise Visa Allocation

With the  Skilled Migration quota in line with 2022-23 financial year, it is likely that state wise visa allocation will also remain close to how it was in the 2022-23 FY. This is the 2022-23 FY State wise visa allocation:

ACT Matrix (Canberra State and Regional Sponsor)

Act is only state which has a different point system with that of the conventional one. There is no points for Age here, so if you are in your late 30's or early 40's or, if your points are not very high through the points tested system, ACT State Nomination program could be a very good choice for you. A 1 Year course can give you up to 10 points, a 2-year course can give up to 20 points.

ACT is still left with a chunk of quota for subclass190 and 491 after additional allocation were made. Hence, under the ACT (Canberra) state nomination program, the state issued PR invitations with very less points starting from only 45 points.
