RPL vs Skills Assessment - Which One You Need and When
Last updated: 5 November 2026
RPL and a skills assessment are different processes run by different bodies. RPL is run by a Registered Training Organisation (RTO) and can result in an Australian qualification. A skills assessment is run by an assessing authority and decides whether your skills meet the standard for a skilled occupation. One does not replace the other.
Key takeaways
RPL gives you a qualification from an RTO. A skills assessment gives you an outcome letter from an assessing authority.
An RPL certificate does not replace a skills assessment outcome.
The order depends on the authority and the program. TRA's Provisional Skills Assessment excludes RPL, ACS has its own RPL pathway, and Engineers Australia uses a qualification or a Competency Demonstration Report.
Read your authority's guidelines before you pay an RTO.
What is a skills assessment?
A skills assessment is done by a skilled migration assessing authority. The Australian Government's skills assessment FAQs say it is mandatory for some visa subclasses. Migrants can also use a successful assessment letter when they apply for a job.
Each authority covers specific occupations and sets its own fees, evidence rules and processing times. Your occupation decides which authority applies.
For the basics, see RACC's migration skills assessment overview and the occupation lists.
What is RPL?
Recognition of Prior Learning checks the skills and knowledge you gained through work, training or life experience against a qualification. A qualified assessor at an RTO reviews your evidence. If it meets the requirements, you can receive full or partial credit, as ASQA explains.
RPL belongs to the training system. It is not a migration process.
For the full process, evidence and costs, read RACC's guide to RPL in Australia.
How are RPL and a skills assessment different?
The two processes differ on six points.
RPL
Run by: an RTO, regulated by ASQA
Decides: whether your evidence meets the units of a qualification
You receive: a qualification, or a statement of attainment with gap training for the remaining units
Fee set by: each RTO
Required for a visa: never on its own
Cannot do: grant a visa, a licence or a skills assessment outcome
Skills assessment
Run by: the assessing authority for your occupation
Decides: whether your qualifications and experience meet the standard for the occupation
You receive: a skills assessment outcome letter
Fee set by: each authority
Required for a visa: mandatory for some visa subclasses
Cannot do: issue an Australian vocational qualification
When does RPL feed into a skills assessment?
Only when the authority's program accepts an RPL qualification as evidence. Many programs do not require RPL at all, and some refuse it.
TRA. The May 2026 Provisional Skills Assessment guidelines say qualifications must not include units granted through RPL. Other TRA programs have their own rules.
ACS. ACS runs its own RPL assessment pathway. It is a skills assessment, not an RTO qualification. It needs 6 years of relevant work experience and two project reports.
Engineers Australia. Engineers Australia assesses a recognised qualification or a Competency Demonstration Report (CDR). A CDR is not RPL.
VETASSESS. VETASSESS also offers an RPL service. Confirm how your occupation treats an RPL qualification.
A closer look at each authority is in RACC's RPL for migration guide.
What mistakes do people make with RPL and skills assessments?
Paying an RTO before reading the authority's guidelines.
Treating an RPL certificate as the skills assessment outcome.
Using RPL in a program that excludes it, such as the TRA Provisional Skills Assessment.
Mixing up the ACS RPL pathway with RPL from an RTO.
Assuming an Engineers Australia CDR is RPL.
Choosing an RTO that skips real assessment. ASQA can cancel qualifications issued without proper training and assessment, which can put a later skills assessment at risk.
See RPL scams and ASQA cancellations for how to check a provider.
How do you decide which one you need?
Work through these steps in order.
Find your occupation and its assessing authority. Start with the occupation lists.
Read the authority's guidelines for your program. Check whether it accepts RPL, asks for a qualification you do not hold, or assesses your experience directly.
If RPL helps, choose an RTO with the qualification in scope on training.gov.au.
Keep job titles, dates and duties consistent across your RPL evidence and your skills assessment documents.
Lodge the skills assessment after the qualification is issued, if the authority requires it.
Still unsure? A registered migration agent can confirm the order for your occupation. Read the cost and timeline guide to plan both steps.
How RACC can help
RACC Australia is a registered migration and education agency in Melbourne (MARN 1572961). RACC is not an RTO and does not assess RPL or issue skills assessment outcomes.
A registered migration agent can check which assessing authority applies to you, whether RPL helps, and how to sequence the steps. Book a consultation before you pay an RTO.
This page is general information and not migration advice. Rules and fees change, and your outcome depends on your own circumstances.
Frequently asked questions
Is RPL the same as a skills assessment?
No. RPL is run by an RTO and can result in an Australian qualification. A skills assessment is run by an assessing authority and decides whether your skills meet the standard for an occupation. An RPL certificate does not replace a skills assessment outcome letter.
Which comes first, RPL or a skills assessment?
It depends on the authority. If the authority requires a qualification you do not hold and accepts RPL, RPL comes first and the qualification becomes evidence. If it assesses experience directly, you may not need RPL. TRA's Provisional Skills Assessment excludes RPL, so check your program first.
Do I need RPL to get a skills assessment?
Not always. Some authorities assess overseas qualifications and work experience directly, and ACS and Engineers Australia have their own pathways. RPL only helps when your authority's program accepts an RPL qualification as evidence. Read the program guidelines before you pay an RTO.
Who do I pay for RPL and for a skills assessment?
The RTO sets its own RPL fee and quotes it in writing. The assessing authority sets its own skills assessment fee. For example, the ACS RPL pathway fee is $625. Visa application charges are separate.
Is an Engineers Australia CDR the same as RPL?
No. A CDR is Engineers Australia's own competency report for engineers without an accredited qualification. Engineers Australia assesses it for migration purposes, not an RTO. RPL is run by an RTO and can issue a qualification.
Is the ACS RPL pathway the same as RPL from an RTO?
No. The ACS RPL pathway is a migration skills assessment for IT, data science and cyber security applicants without relevant tertiary qualifications. It needs 6 years of relevant work experience and two project reports. RPL from an RTO issues a qualification instead.
Can I use a skills assessment letter for a job application?
Yes. The Australian Government says migrants can also use a successful skills assessment letter when applying for a job. It is mainly required for certain visa subclasses, so check what your visa needs.
