RPL in Australia - How It Works and Where It Fits Your Visa
Last updated: 4 November 2026
Recognition of Prior Learning (RPL) is an assessment where a Registered Training Organisation (RTO) compares your work experience with a qualification and issues it if you meet every unit. RPL is not a visa and it is not a skills assessment. For migration, it only helps when your assessing authority accepts it.
Key takeaways
-
RPL turns work experience into an Australian qualification issued by an RTO, regulated by the Australian Skills Quality Authority (ASQA).
-
A migration skills assessment is a separate process run by an assessing authority.
-
Some programs refuse RPL. The TRA Provisional Skills Assessment excludes it, and ACS runs its own RPL pathway that works differently.
-
Each RTO sets its own fee. Check the RTO's scope on training.gov.au before you pay.
-
ASQA can cancel qualifications that were issued without proper training and assessment.
What is RPL in Australia?
RPL recognises the skills you gained through previous training, work or life experience. ASQA describes it as a framework for having those skills assessed against a qualification.
A qualified assessor compares your evidence with the course requirements. If your evidence meets them, you can receive full or partial credit. If it does not, the provider may offer extra training.
Australian RTOs must give students the chance to apply for RPL, unless course rules or licensing requirements prevent it.
Universities also use the term RPL for course credit. This guide covers vocational RPL, where work experience leads to a vocational qualification such as a Certificate III or a Diploma.
How does RPL work?
RPL follows five steps. The order is similar across RTOs, but each RTO sets its own forms and timelines.
-
Match your experience to a qualification. Choose the Australian qualification closest to the work you do. Check that the RTO has it in its scope on training.gov.au.
-
Apply to the RTO. You usually submit a form and a CV or work history first.
-
Gather evidence for each unit of competency. See the evidence section below.
-
Go through assessment. A qualified assessor compares your evidence with the qualification. Many RTOs add a conversation or a practical demonstration to confirm the work is yours.
-
Receive the outcome. You get the full qualification, partial credit with gap training for the remaining units, or a result that the evidence does not meet the requirements.
ASQA expects a quality RPL process to be clear, fair, flexible and consistent. You also have the right to challenge an RPL decision that you think is unfair.
What evidence do RTOs ask for?
ASQA gives three examples of RPL evidence:
-
Work samples or portfolios
-
Training records or certificates
-
Employer declarations or references
Many RTOs also ask for a CV, payslips, identity documents and your Unique Student Identifier (USI). Photos or videos of your work often help show that you did the tasks yourself.
Evidence should be current, relevant and in your name. Documents in other languages usually need a certified English translation.
Gaps are common and fixable. If a few units lack evidence, the RTO may recommend gap training instead of rejecting the application.
Read the full RPL evidence checklist before you contact an RTO.
RPL, skills assessment and credit transfer - what is the difference?
These terms get mixed up. They solve different problems.
-
RPL is run by an RTO. It turns work experience into an Australian vocational qualification.
-
A skills assessment is run by a skilled migration assessing authority and is mandatory for some visa subclasses. The Australian Government's skills assessment FAQs separate the two and tell applicants to check that their assessing authority will recognise a new qualification.
-
Credit transfer counts units you already completed at another provider. ASQA says you need formal evidence, such as a certificate or a transcript.
-
Gap training covers the units that your RPL evidence did not satisfy.
An RPL qualification does not replace a skills assessment. It can be one input to it, if the authority accepts it.
See the full guide to RPL vs skills assessment.
Does RPL count for a migration skills assessment?
It depends on the assessing authority and the program. Each authority sets its own rules for qualifications and work experience. Confirm the current guidelines before you pay an RTO.
-
Trades Recognition Australia (TRA). The May 2026 Provisional Skills Assessment guidelines say qualifications must not include units granted through RPL, and credit transfers based on RPL are not accepted. TRA's Assessment Standards Policy (July 2025) accepts a qualification achieved entirely by RPL in its MSA, MPA, OSAP and TSS programs. Check the program that matches your visa and passport.
-
Australian Computer Society (ACS). ACS runs its own RPL assessment pathway for people with IT, data science or cyber security experience but no relevant tertiary qualification. It requires 6 years of relevant work experience, two project reports and professional currency evidence. The application fee is $625. This is an ACS assessment, not an RTO qualification.
-
Engineers Australia. Engineers Australia assesses either an accredited or recognised qualification or a Competency Demonstration Report (CDR). The CDR is Engineers Australia's own competency report, so it is not RPL.
-
VETASSESS. VETASSESS assesses many professional and some trade occupations and also offers its own RPL service. Confirm how your nominated occupation treats an RPL qualification before you start.
RPL is not a shortcut to a visa. The qualification does not grant a visa, a licence or points by itself. Points depend on what the assessing authority and the Department of Home Affairs accept. See the 189 visa points table and the skills assessment overview.
For a closer look at each authority, read RPL for migration and the ACS RPL pathway guide.
How much does RPL cost and how long does it take?
There is no national RPL price. Each RTO sets its own fee and should quote it in writing. Ask what the quote includes: assessment, certificate issue and any gap training.
One provider directory lists starting prices from A$2,500 to A$19,500 across 140 qualifications, with gap training around A$200 per unit (One U Education, prices dated 30 October 2026). Treat these figures as indicative only.
Timing varies:
-
Evidence gathering: usually 2 to 6 weeks
-
RTO assessment: usually 1 to 6 weeks after you submit complete documents
-
ACS RPL assessment: 4 to 6 weeks if no extra documents are requested (ACS)
RPL fees are separate from skills assessment fees and visa charges. See the full RPL cost and timeline guide.
Is RPL legitimate? How to avoid scams and cancelled qualifications
RPL is a legitimate part of Australia's vocational education system. The risk comes from providers that skip real assessment.
ASQA warns people to watch for inadequate assessment, misleading marketing and assessment outsourced to unregulated third parties. ASQA can cancel a student's qualification if it was issued without proper training and assessment.
Common red flags:
-
No documents required, or only one form of ID
-
A certificate promised in 24 to 48 hours, or a guaranteed pass
-
The provider cannot name the RTO that issues the qualification
-
Full payment upfront at a price far below the market
How to check before you pay:
-
Look up the RTO code and registration status on training.gov.au.
-
Confirm the qualification is within the RTO's scope of registration.
-
Ask who assesses your evidence and how many weeks it takes.
-
Keep your evidence file and your written quote.
A cancelled qualification can put a later skills assessment or visa application at risk. Read the guide to RPL scams and ASQA cancellations and RACC's guide on how to check if an Australian college is genuine.
Should you use RPL or study a VET course?
RPL suits people with several years of current, well-documented work in the occupation. Study suits people who lack that evidence or need to build skills first.
Many applicants combine both. They use RPL for the units they can prove and gap training for the rest. Compare cost, time and visa rules before you choose. See RPL vs VET course, RACC's trade courses in Melbourne and the study and PR pathway options.
RPL by occupation
The evidence and the assessing authority change by occupation. Start with the guide that matches your work:
Early childhood teaching is a separate pathway with its own requirements. See the early childhood teacher pathway.
How RACC can help
RACC Australia is a registered migration and education agency in Melbourne (MARN 1572961). RACC is not an RTO and does not assess RPL or issue qualifications.
A registered migration agent can check whether RPL fits your occupation and visa, which assessing authority applies, and how to sequence the steps. Book a consultation before you pay an RTO.
This page is general information and not migration advice. Rules and fees change, and your outcome depends on your own circumstances.
Frequently asked questions
What does RPL stand for in Australia?
RPL stands for Recognition of Prior Learning. A Registered Training Organisation (RTO) compares your work experience, training or life experience with a qualification. If you meet every unit, the RTO issues the qualification without a full course of study.
Is RPL the same as a skills assessment?
No. RPL is run by an RTO and can result in an Australian qualification. A skills assessment is run by an assessing authority and is mandatory for some skilled visas. An RPL qualification does not replace the assessment, and the authority decides whether it accepts the qualification.
Does TRA accept RPL qualifications?
It depends on the program. TRA's May 2026 Provisional Skills Assessment guidelines say qualifications must not include units granted through RPL. Other TRA programs have different rules. Check the guidelines for your program before you pay an RTO.
Can I do RPL from outside Australia?
Many RTOs accept evidence of overseas work, but offshore rules vary by RTO and qualification. Ask the RTO to confirm in writing that it accepts your evidence and your location. Documents not in English usually need a certified English translation.
How long does RPL take?
Evidence gathering usually takes 2 to 6 weeks, and RTO assessment usually takes 1 to 6 weeks after complete documents, based on one provider directory. Gap training adds time. The ACS RPL assessment takes 4 to 6 weeks when no extra documents are requested.
Can an RPL qualification be cancelled?
Yes. ASQA can cancel a student's qualification if there is evidence it was issued without proper training and assessment. Check the RTO's registration and scope on training.gov.au, and keep your evidence file and written quote.
Does an RPL qualification give me a visa or a trade licence?
No. The qualification does not grant a visa or a trade licence. A visa needs its own application, and trade licences are applied for separately with the relevant state regulator.

Early Childhood Education
A Diploma-level qualification leads to a skills assessment as Child Care Centre Manager, not Early Childhood Teacher - that requires 3 years of post-qualification work experience. A Bachelor or Graduate Diploma leads to the Early Childhood Teacher assessment directly.
Courses:
-
Certificate III + Diploma of Early Childhood Education and Care - leads to Child Care Centre Manager assessment
-
Graduate Diploma of Early Childhood Education (GDEC) - leads to Early Childhood Teacher assessment

Teaching (Primary & Secondary)
Primary and Secondary Teacher are separate occupations from Early Childhood Teacher, each with their own AITSL accreditation pathway.
Courses:

Social Work & Community Services
Social Worker, Community Worker and Welfare Worker are three separate occupations, each assessed by the Australian Community Workers Association (ACWA) against different criteria. A Bachelor or Master of Social Work (Qualifying) from an AASW-accredited course leads to the Social Worker assessment. A Diploma of Community Services can lead to a Community Worker or Welfare Worker assessment, but accreditation varies by school - check before enrolling.
Courses:

Trade Occupations
Trade occupations such as Carpenter, Electrician, Welder and Automotive Electrician sit on the Medium and Long-Term Strategic Skills List (MLTSSL) in most cases, which keeps the subclass 189 pathway open. Most trade qualifications are delivered as a packaged Certificate III + Certificate IV or Diploma.
Courses:
-
Automotive Package (Cert III + Cert IV + Diploma) - Motor Mechanic, Automotive Electrician
-
Carpentry Package (Cert III + Diploma of Building and Construction) - Carpenter
-
Painting and Decorating Package - Painter
-
Cabinet Making Package - Cabinetmaker
-
Certificate III in Electrotechnology Electrician - Electrician
-
Certificate IV in Engineering (Fabrication & Welding) - Fabricator, Welder
-
Air Conditioning and Refrigeration Engineering - Air Conditioning and Refrigeration Mechanic (see the dedicated Air Conditioning & Refrigeration migration pathway and study options)

Engineering & Technical Drafting
These Advanced Diploma qualifications lead to a skills assessment as a drafting or technician-level occupation, not a fully qualified Engineer - if you already hold an engineering degree, talk to our team about the Engineers Australia assessment pathway instead.
Courses:
-
Advanced Diploma of Building Design (Architectural) - Architect (drafting pathway)
-
Advanced Diploma of Civil Construction Design - Civil Engineering Draftsperson/Technician
-
Advanced Diploma of Engineering Technology - Electrical - Electrical Engineering Draftsperson
-
Advanced Diploma of Engineering Technology - Mechanical - Mechanical Engineering Draftsperson

Information Technology
ICT occupations such as Telecommunications Network Planner, Cyber Security Specialist and ICT Business Analyst appear regularly on state nomination target lists.
Courses:

Chef & Commercial Cookery
Chef and Cook are both on the Medium and Long-Term Strategic Skills List (MLTSSL), reached through the same packaged Commercial Cookery course.
Courses:

Aged Care
Aged and Disability Carer does not have a Skilled Migration pathway. Instead, it runs through the Aged Care Industry Labour Agreement - employer sponsorship, not points-tested migration. You need either 1 year of aged care work experience or a completed accredited course to be eligible.
Courses:

Mental Health
Mental Health Support Worker and Community Support Worker are assessed against a relevant Diploma-level qualification.
Courses:

Medical Laboratory Science
Medical Laboratory Scientist is a Health occupation on the priority skills list in most states.

Occupational Therapy & Pharmacy
Both occupations sit on Australia's priority skills lists and require a Bachelor or Master-level qualification plus the relevant professional board registration. Book a free consultation to discuss current course options for these pathways.
Frequently Asked Questions
Does RACC charge a fee to apply for a course?
No. RACC does not charge a service fee for student visa applications when you apply for a course through us onshore.
Which of these occupations offer a direct pathway to permanent residency?
It depends on which occupation list your nominated occupation sits on and which visa subclass you are eligible for. Nursing, most Trade occupations, Chef/Cook and Social Worker are commonly on the Medium and Long-Term Strategic Skills List (MLTSSL), which keeps subclass 189 open. Aged Care runs through employer sponsorship instead of points-tested migration. Book a consultation to confirm your specific occupation and pathway.
I do not have a background in any of these fields. Can I still study one of these courses?
Yes, in most cases. Diploma of Nursing, Certificate III + Diploma of Early Childhood Education and Care, and several Trade packages do not require a related background. Some Master-level courses, such as Master of Nursing or Master of Social Work, have "without background" options that include bridging subjects.
